A member of Canadian University Press (CUP), the Fulcrum has been owned and operated by the Fulcrum Publishing Society (FPS), a not-for-profit corporation registered in Ontario, since June 1 2005. L'Ora di Ottawa nacque alla fine dell'anno 1968, concepito, ideato e fondato dai napoletani Mario Colonnese e Elio Coppola. In quel tempo, a seguito della grande immigrazione in Canada degli italiani del dopoguerra, non vi erano giornali italiani ad Ottawa, pochissimi venivano dall'Italia, lasciando quindi i nuovi "canadesi" desiderosi di notizie italiane, di un pezzo di carta stampata che parlasse la loro lingua, raccontasse i loro fatti. E questo fu il motivo per cui Mario Colonnese e il genero Elio Coppola fondarono L'Ora di Ottawa. Lo chiamarono L'Ora di Ottawa perché il nonno di Mario Colonnese, molti anni addietro, a Napoli, aveva edito un giornalino che si chiamava "La Mezzora". Dopo aver deciso di andare avanti con l'impresa, cercarono e trovarono dei soci per consolidare l'iniziativa. Il primo numero uscì il 18 novembre 1968, con in prima pagina, tra l'altro, il messaggio augurale dell'ambasciatore italiano di allora, Alessandro Farace di Villaforesta. Per i primi tempi il giornale fu edito due volte il mese e fu di formato tabloid, poi divenne "broadsheet' e settimanale. E in esso venivano trattati argomenti vari: notizie dall'Italia, notizie canadesi, notizie comunitarie, cultura, arte, moda, cinema e ovviamente sport, particolarmente calcio. Per molti anni (fino a dopo il Duemila) gli abbonati del giornale si sono divertiti a partecipare al Concorso Pronostici che veniva offerto su L'Ora di Ottawa con premi settimanali per i vincitori. Il giornale continua ancor oggi, sebbene il suo scopo sia diverso da quello originale. Anche se oggi arrivano tanti giornali dall'Italia, abbiamo l'Internet, abbiamo la RAI nelle case, il ruolo de L'Ora rimane vitale quale mezzo di comunicazione e di informazione per la nostra comunità.
