The RIOCM not directly defends the interests of people, but it is not corporately defending the interests of members narrowly.) The RIOCM was officially founded in May 1993 in the wake of Rochon Report and adoption of Act 120 establishing the principles of decentralization and regionalization of the health system and social services in Quebec. The RIOCM became the first regional coalition of community organizations in Quebec. The creation of regional boards and the transfer of the management of the envelope of the support program for community organizations (PSOC) to these new bodies must then proceeded to create a community vis-à-vis all the representative Montreal community movement in health and social services. The RIOCM played a leading role in different political and administrative issues affecting community organizations always defending the principles of autonomy and democratization of decisions relating to the health system and social services. The RIOCM has also been able to develop alliances with social movements at regional and national level and in particular actively participated in the creation of the Coalition of regional tables of community organizations (the CTROCs) and the Coalition Solidarité Santé.
