A fraud claim has been filed in the small claims court by multiple members of Ottawa Dvorik Russian speaking Facebook community in order to recover the money borrowed by the contractor in the MANY occurrences similar to the above.

Whatever you do, do not try to hire Sergiu Severin. After agreeing on the job, he asked for a down-payment. However, he never showed up at the agreed date or after multiple dates after that. Needless to say he never returned the down-payment.

I and my tenants had the same issue. Sergiu borrowed money from both myself and the tenants, returned the money to me only after 5 late reminders and late after I threatened reporting him to the police and never returned the money to my tenants, he just gave 5 or so false service dates and never showed up. Over 3 months have passed and they are still waiting for him to show up or at least to return the money.

I had almost the same problem (2040$), since it was with multiples people maybe we can do a police report!
