L'OBV Saguenay a été formé, suite à l'annonce en mars 2009 par le Ministère du Développement durable, Environnement et Lutte aux Changements Climatiques ( MDDELCC ), du redécoupage territoriale du Québec méridional en 40 zones de gestion intégrée par bassin versant. Des intervenants des conseils de bassin locaux du Comité de bassin de la rivière à Mars (COBRAM), du Comité de bassin versant de la rivière du Moulin (RIVAGE) et du Comité de bassin du lac Kénogami et des rivières Chicoutimi et Aux Sables (CBLK), accompagnés par des représentants de ministères provinciaux se sont unis pour créer d'abord un comité provisoire. En septembre 2009, l'assemblée générale de fondation de l'Organisme de bassin versant du Saguenay a créé officiellement le nouvel organisme responsable de la mise en œuvre de la Gestion intégrée de l'eau par bassin versant (GIEBV) pour tous les bassins versants des rivières qui se jettent dans la rivière Saguenay.

In 1965, the seven Fundamental Principles were adopted by the 20th International Conference. They were developed to link together the International Committee, Federation and National Societies. Our network is vast, but our approach is simple. All Red Cross programs and activities are guided by the Fundamental Principles of Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. These principles allow us to provide help immediately to whomever needs it, wherever they are, whatever their race, political beliefs, religion, social status, or culture.
