The Partnership Saskatoon Downtown Business Improvement District (BID) was created through a bylaw of the City of Saskatoon in June 1986, after enabling legislation was passed by the Provincial Government. The Partnership boundaries include everything from the Spadina Crescent on the East, 19th Street on the South, Idylwyld Drive on the West and 25th Street on the North and make up Saskatoon’s first Business Improvement District. The BID is financed by a levy on commercially taxed properties within its area and is governed by a Board of Management comprised of people who represent businesses operating inside its boundaries.

The mission of the Village is to enhance the quality of life and services for the community. Through collaboration, co-operation, sharing of resources, social responsibility and mutual respect, agencies seek effective and sustainable means to provide quality community services. Our three-story building, connected to the existing YWCA, provides a cost-effective and centralized space to 7 community-based organizations. Incorporated as a non-profit organization with charitable status, the Village restricts tenancy to non-profit organizations.The 6 founding agencies of the Village worked as partners with a single goal - that of increasing the value of their resources and their ability to serve their clients. Co-location has provided easier access to services for the community, while sharing resources (such as meeting rooms, audio-visual equipment and a postage machine) and has resulted in increased efficiency.

Started in 1925, The Saskatoon Salvation Army Community Services is now a men's shelter, women's shelter, food provider, and a safe space to drop-in for adults in the downtown core of Saskatoon. It is a continuation of the services that the Salvation Army started in Saskatoon in 1905. In 1926 the Salvation Army opened what was then known as the "Relief Office" at 335 Avenue C South. By 1932 it was known as the The Salvation Army Men's Hostel and Industrial Store where by 1943, had room for 40 men. In 1962 the Centre had moved next door to it's current location at 339 Avenue C South. Over the next several decades a chapel, half-way house, rehab unit, and more property was added until the Centre took the form it is today.
