The CLD de La Haute-Gaspésie was established in 1998. It became the agent for the RCM of the Haute-Gaspésie in matters of local development and support for entrepreneurship in December 2003, when Bill 34 (Act respecting the Ministère du Développement économique et régional et de la Recherche) came into effect. Through that Act, the Quebec government entrusted the RCMs with responsibility in these matters and instructed each RCM to administer the funds allocated to it under the agreement. Although the RCM had the authority and powers to carry out the terms of this agreement, it needed to entrust the exercise of those powers to an organization it designated or established to act on its behalf as the local development centre.
