Who We Are The Quesnel Downtown Association (QDA) is a non-profit organization that promotes the Quesnel Downtown area as a business improvement area (BIA). Our organization is largely funded through a municipal bylaw levy that is reviewed every five years. The annual levy amount pays for new beautification projects, matches with other Provincial and Federal Grants.
