The documents may be also sent by mail; in such case, the documents must be first authorized by a Canadian notary, then certified by the Department of Foreign Affairs of Canada, and sent to the Embassy of Armenia for final legalization. Special Residency Status is granted by the President of the Republic of Armenia. Holders of the Special Residency Passport are entitled to the rights and obligations of Armenian citizens, except for the right to vote, run for office, and enroll in political organizations in Armenia. They are provided with free entrance into Armenia, where they can choose to reside temporarily or permanently, to study or work, to open businesses or pursue cultural activities. They are not bound by a number of responsibilities required from Armenian citizens, such as service in the Armenian National Army.
