In 1982, the original concept of the group home was born. All Soul’s Anglican Church requested from The Ministry of Community and Social Services, a description of individuals with a disability for whom housing was difficult to obtain. The Ministry informed them that those persons with a communication disorder were typically more difficult to obtain housing for, because those individuals, who were also non-speaking, were considered higher risk to live independently in the community due to increased safety concerns.
