The Hunting, Fishing and Trapping Coordinating Committee has been in existence since 1976. It was created as part of the settlement of the territorial claims of the James Bay Cree and the Inuit of Northern Quebec following the decision of the Quebec Government to develop the hydroelectric potential of James Bay in the 1970's. Negotiations of those territorial claims culminated in the signing of the James Bay and Northern Quebec Agreement (JBNQA) in November, 1975. The Naskapi of Schefferville joined the Cree and Inuit as members of the Coordinating Committee with the signing of the Northeastern Quebec Agreement (NEQA) in January, 1978. The Coordinating Committee was instituted according to the provisions of Chapter 24 of the JBNQA.
