The first community league began in Edmonton in 1917, and by 1920, there were nine community leagues. Realizing it was better to work together, the leagues formed the Edmonton Federation of Community Leagues in 1921. A representative board was voted in from various members of the community leagues, with the responsibility of representing the leagues at City Council on issues of civic engagement.
