Post Office, Thunder Bay, ON

Last year the Post Office came around our neighbourhood asking us to make our stairs more easily accessible to mail deliverers. Our mailbox was just to the right of our door so that we could simply open the door without going outside and get our mail. We move it to a stand on the ground so that it's easy for the mailman, However, we now have to go outside and lean down to get our mail. So imagine how angry we've been when the mailman walks across our yard, when the snow is 3' high over the grass but only barely a foot over our expensive shrubbery. This went on all last winter. In the spring, we found that shrubbery severely damaged. It barely recovered and looked like "s..t" until late summer. Yesterday, we caught the mailman again. So, it's too hard for them to go up my stairs but not too hard to go through 3' of snow to trample my shrubs? So, if we have to replace our shurubs next spring, where do we send the bill?
