First, the Tribunal collects information about the appeal to see if the appeal has merit and whether the Tribunal has jurisdiction. The staff may discuss the case with the appellant, the respondent, the staff of the Settlement office, the Settlement Council, the Metis Settlements Land Registry, and any other person who may have information relevant to the appeal. If the appeal does not have merit or the Tribunal does not have jurisdiction, they can still handle it if all the parties involved agree in writing that the Appeal Tribunal can handle it.

If the Tribunal has jurisdiction and the appeal has merit or if everyone involved agrees in writing to have the Appeal Tribunal handle the dispute, the Tribunal may hold a hearing or propose alternative dispute resolution (ADR), such as mediation or arbitration.
